Cmd.exe has been disabled by the administrator AND _BinkSetVolume@12 was not found

    Basically my computer came down with a nasty virus.
    I believe I removed it...
    But every time I reboot my computer I keep getting a BinkSetVolume@12 was not found error.
    So I downloaded it and put it in my system 32 directory, it didn't work so I was trying to sort it out using Cmd.exe, but it won't open because it has been disabled by the administrator (the virus did that probably).
    What should I do?
    I am running windows 7
    I have attached my Hijack this log.
    Hope someone can help :confused:
