Computer Wont start up correctly!!

hi im new to this forum.. but i'm in need of help.. because my computer which i havent used in a while because i came back from dorm and just boxed it up leaving it in the basement .... isnt working right... everytime i turn it on.. it flickers and then it turn off the come back on and so and so.. plz help!

How well was the computer packed while in the basement? Sounds to me that
moisture in the air corroded come contact points- not bad enough to stop
all electrical flow, but enough for the flickering. Cleaning all the contact points(cables,etc.) may help.

the computer was packed away pretty good.. im not sure about the moisture.. but sometime it comes on... but after i shut down.. i try to reboot it... the computer flickers... it goes on and off.. the fan runs then stop... it doesnt stay on long enough for me to even see the windows loading screen

is it a compaq? this might sound crazy but i've had the experience of a compaq rusting out on me, corroding every conductor in the system. has happened to others, i've heard things. just a thought...
