Dell Dimension 2400 trouble

first off i have very limited knowledge about computers (so talk to me like im stupid) i have recently recieved a Dell Dimension 2400
the specs

now for the problem:
when i plug it in a flashing amber light comes on sometimes it will work fine when i flip this little red switch on the back
so im wondering if its a hardware problem or a software problem?

little red switch? I hope you didn't flip the voltage converter - you could have fried your system.
