Error Message DRIVER_IRQL_NOT_LESS_OR_EQUAL ?

Built a PC running XP Pro and the only program I am running on it is a Dialer Program and it continues to keep shutting down and giving me the following error message, I have checked the 2Gb DDR2 memory, its fine, and have not tweeked or overclocked the processor! Any Ideas???? Maybe the BIOS is not compatible with the processor?? I am not a real technical computer guy so forgive me if this is a stupid question but any help would be appreciated.
