    Windows Vista Ultimate (x64)
    2.65 gigahertz Intel Core i7 920
    32 kilobyte primary memory cache
    32 kilobyte secondary memory cache
    1024 kilobyte tertiary memory cache
    NVIDIA GeForce 9800 GTX/9800 GTX+
    Board: EVGA 132-BL-E758 Tylersburg
    Bus Clock: 133 megahertz

I used to get in most fps games like CSS and DoDS and TF2 over 150 FPS. Now in any game I'm lucky to top 30. This is after i had a system restore failure, which I had to do a lot of fiddling to get it to complete it's restore (it got stuck for some reason).

Any ideas as to why it's dropped, and anything I can do to bring it back up? Because i know I should be getting more FPS.

What security scanners do you have installed?

It appears you system (Bus Clock) is old and slow for use with VISTA. Tell us more about it... and how much memory is installed.
