    I believe you should be able to access recovery partition by pressing F11 at HP logo.

    It is there for me to choose, but when I do it says "disc error, ctrl alt delete to restart." The only choice that works is XP Home Edition.

    I'm not sure what to advice you at the point.
    It looks like the only option is to order recovery CD from HP and get external CD drive in order to reinstall Windows.
