am i right to think that google talk and google voice and video are not the same thing?
Since I did not have google anything until I added "voice and video", I believe that GoogleTalk is a/the component that makes V&V work.
Do you have anything in the above mentioned Folders?
In particular, was there anything in the CrashReports?

"SYSTEM", so I did not need the next step...
If the SYSTEM user account does not appear in the box, follow these steps to add the SYSTEM account to the box:
1. Click Add. The Select Users or Groups dialog box appears.
2. In the Name field, click SYSTEM, and then click Add.
3. Click OK.
Do the above if your Groups or User Names section does not include "System". If/when it does...
In the Permissions section, click to select the Full Control check box under Allow, and then click Advanced.

* If you are using Windows XP, in the dialog box that appears, click to select the Replace permission entries on all child objects with entries shown here that apply to child objects check box for the SYSTEM account, and then click OK.
Your dialog box may have instead a dropdown menu next to
"Apply onto:". Here you should select "This Folder, Subfolders and files"
All the options should have the "Allow" box "Ticked" (or "Checked").
Then continue with the directions: This should allow adequate permissions for your installation to proceed...
unless permissions was not the issue to begin with.
Note If you receive a security message, click Yes.
# Wait for the operating system to apply the permissions that you have selected to all child folders.
# Run the Windows Installer package.

if google had a spare brain cell they could write a fix for error 1603 could they not?
One of the threads I read did say that their coding department was working on a fix.
