Help Loading OPER Sys on Reformatted Laptop

I received a Laptop that has been reformatted to wipe out data.

When I turn it on I get non-system disk note.

I put in a start up disk and I get the "A" drive prompt.

I am unable to get to the CD drive to Load the software.

Help!!!!

It would be better if you took some time and give a few details .You can use "your" profile page to fill in Hardware etc.You can get more appropriate Help with atleast some Info.
Laptops often use proprietary Software to setup .I recommend you go to the web of manufacturer and check for re-installation Instructions(print them as they are usually very specific)
Then Download all the specific drivers(Pay attention to "Model Name & #" in lisings),Software etc, that you need.
I usually place them on a CD .
