How do i make a seperate partition so i could save my windows data on it?

The computer is over 3 yrs. old, so I don't believe I have warranty. I can replace it, but eMachines has extremly bad prices and will not tell me a compatible hdd, here is what they suggested:

40 GB eMachines certified hdd, $79.99

OK, WAY to much for me, so I think I found some form of solution:

OK here's the story, My dad would sometimes punish me when i did something bad by removing the power cord(with the computer off). I told him that ther is a 3A, 1.5V charge going through the computer so my MOBO would give the POWER_OK to the PSU, When the charge is removed suddenly, it jolted my HDD, causing data loss. I would tell him to stop, he eventually got tired of my compaining(yes!) and decided that I would just not be able to use my computer. That way the charge is still there, and my HDD is not jolted, and now it's no longer crashing, so I believe my hard drive is NOT going bad.

According to the link you sent me, it asked for a startup disk or a Windows CD-ROM. I have neither, but I know a strtup disk can be made, so how is this done? Once again, here are my specs:


Processor: Intel Celeron 2.60 GHz
RAM: 768 MB, 765 MB available
Video: nVidia GeForce FX5500 128 MB VRAM PCI
Hard Drive: 80 GB Western Digital
O/S: Windows XP Home
CD-ROM: 48x RW Samsung
Floppy drive Available, SuperDisk compatible

I need the startup disk so I an repair my system next time it fails.
