How do I work Net Send on XP SP2?

I am having trouble using Net Send in the CMD on Windows XP SP2. Every time I try to connect to an IP address and send a message I get this:

An error occurred while sending a message to xxx.xxx.x.xxx
The message alias could not be found on the network

The xxx is the IP address. Works fine when I send one to myself. Any help on getting this to work?

Any firewall or router, or even isp software/hardware can be preventing you from sending the message. More than likely the problem is either a firewall or trying to use a computer name instead of an ip to send the message.

A random shot in the dark but the local ISP may block certain requests on Port 80. this is a guess because it's not certain which port/protocol Net Send uses.

net send hasn't worked on a default install in YEARS. I think SP1 ended that crap on XP.

There have been about 3 questions about this in the last month on TS. After being silent (if ever talked about) for many years? Why are people so interested in this now?
