How to Change the Wallpaper and Other Personalization Settings on Windows 10 Non-Activated

Matter of time ? LOL oh please when windows first got released in 2015.
I changed that background in instant, just did the same steps like I did for past windows os's

Right click save picture as, save it to download folder, right click the image set as a desktop background.

There isn't really much you can change in Windows anyway, it is becoming as feature-limited as Mac OS. Remember when we could change the highlight color? Inactive title bar color? Border color and sizes? Fonts? Multiple styles? All gone... we're lucky we can change the active title bar color now frankly.
 
Next article from this writer will be on how to activate your non-activated windows without paying for it. He better include steps for making sure the update is off and wont break "free" windows feature. Maybe I should do this...
