Low FPS even though it was the same hardware as last time

    So basically my PC was running unstable so I re-installed XP Professional from scratch, before I did this games were running smooth. I could have them on full resolution and full settings without trouble. So I re-install XP then games are having VERY low fps, it's not even playable really. I have a ATI Radeon 3600 512mb, anti-aliasing isn't on or anything like that, the drivers that come with this card are either a display driver or the catalyst control centre that edits thing but If you just install display driver it doesn't tinker with settings but I've tried both and no hope. It even happens on things like YouTube sometimes it just goes really slow for a few seconds.

    1. The CPU usage isn't high
    2. I have the updated graphics drivers and lastest DirectX
    3. I've tried disabling HD and things like that

    What were the symptoms of instability before you reinstalled XP? Is this a custom/self built PC or made by a major company like HP, eMachines, etc.? What brand, model and wattage power supply are you using?
