Need help reformating a Packard Bell (F11 upon start up wont work)

When ever I have problems, like programs not loading, or the computer running slow, I usually just do a complete restore back to factory standard. But now when I press F11 during start up, nothing loads! Is there any other way I can format it. Its not burning dvds, its running slow and just a general pain to use.

If you can boot from the CD, try downloading and burning the Ultimate Boot CD. You might have to burn the iso file to a CD on another working computer
