New Monitor Problem

I am Counter-Strike: Source online gamer, and recently i received a new wide screen Compaq monitor for Christmas.=]
I connected it to my HP System Unit, then adjusted the video settings for the desktop, and for CS:S.
Then when i launched the game, everything was fine, the FPS, the colour, but the only problem was, whenever i moved my mouse in any direction during gameplay, the game would react only roughly about a quarter of a second late. I'm not exactly sure what the problem is, as with my old monitor, everything reacted as soon as i moved my mouse in any direction during gameplay. I think it may be the monitor refresh rate, because with my old HP Monitor, it used to b 75 Hz, but with this one it is 60 Hz.
