Newly Installed CPU Won't Let Computer Boot

Ok, I have a recently formatted Optiplex GX260, yes veryyyyy old I know, and its CPU is running a 1.8 celeron type thing, I bought a Intel Pentium 4 Processor that is should be running 2.8, and I've installed it, made sure I was grounded, added thermal paste, updated the BIOS to A09, took out the battery to reset the BIOS so it would pick up the new CPU, but when the 2.8 chip is installed the computer turns on, but doesn't boot, the light in the power button stays orange, the other light on the front lights up green, and I hear the cooling fan on, but its not very powerful, any help?
 
Look up what mobo is in there and see if it will recognize a P4 with 800FSB. I think the 2.8 comes in 533 and 800. Might require a BIOS update. Post what board you have and let us know.
