No internet - virus removed - ping & network works

Situation:
Fixing a friend's laptop that got a virus.
I removed the hard drive and scanned with another pc (usually the fastest fix).
Now I cannot access the internet through any browser (IE or firefox).
Fixed registry access issue.
Followed all of your 15 steps (except step 3 – no internet access).
Can view the network and ping various ip address and websites.
Ran Winsockxpfix with no luck.
The Panda Antirootkit scan found nothing.
Ran windows SFC.
Please advise!

Other info:
They unsuccessfully tried to install Norton 360 and now I cannot uninstall / reinstall (mostly just disabled). The norton removal tool will corrupt a very important application that needs to remain intact.

As it turns out it was the failed installation of Norton. I had to remove his ACT client management software to run the Norton Removal Tool, and after that the internet worked...
 
I had the same problem.
I could ping websites, but couldn't visit any websites with any of 3 browsers.
client told me problem started as soon as he upgraded to IE8, but the problem went away as soon as I ran the Norton Removal Tool
