Noob overclocking problem/question

I'm currently running my q9550 to 3.0ghz. Used to be at 4 although a bit unstable. Recently noticed that while idling on desktop with cpu-z and real temp that it fluctuates from 2.11 to 3.ghz. However when i run intel burn test on any stress level my overclock is stable at 3 and i pass every time.
I'd like to know what is happening, whether it is good or bad and how to stop it. Hitting 4ghz stable would be nice bonus.

Also forgot to mention my mulitplier changes as well from 8.5x to 6x
 
Enhanced Intel SpeedStep Technology allows the system to dynamically adjust processor voltage and core frequency, which can result in decreased average power consumption and decreased average heat production. It can usually be turned off in the BIOS.
 
I couldn't find anything like Intel Speedstep in my bios. Is there anything else similar that would be doing this?

Edit: Found EIST. Its disabled but problem still occurs.

Found out what the problem was. Figured it out by playing with pretty much everything. Just have to work on getting stable overclock. Still don't know why it was doing that while EIST was disabled though.
