PC problem after liquid cooling leak

Hi this is my first post on this site and I'm sorry if this is a long post but I will try to be as descriptive as possible. If any one can help me.
So this afternoon while I was playing a game I normally play. Wow / World of Warcraft.
The computer started to lag and I got artifiacts all over my screen then the nvidia kernel process crashed and restarted.. Googled it & some people said it was because of the new nvidia drivers. I have a gtx 960.
I did a clean uninstall with display device uninstaller & a fresh install of a later more stable gpu driver. It didn't help.
So I went to check my connectors to make sure they where in properly & I noticed that my swifttech cooler had leaked some how down onto my gpu.
Now this is where the problems really started.
I took it out to clean it and dry the gpu and a bit of the motherboard as well as the PCI lane.
Re inserted my gpu back into the mobo.
After that the computer either wouldn't turn on at all or wouldn't boot up screen or beep.
I have tried everything I can think of, I used my old motherboard didn't work, even with a older gpu and psu and still nothing, I had a look at the CPU and it looks fine no burn marks or anything. Even using old parts I still can't get the PC to boot up or turn on the screen, the only thing that turns on are the fans. I think it's either motherboard or psu.
I don't have a old CPU I can try.
What else can I try?
Sorry for the wall of text and massive post need help.
 
You would be lucky to find a specific issue - like corrosion on a single finger of the socket connection to the CPU - pull everything from case - assemble basic system on bench - will it POST? - if so add some more components until you have a proven working system again.... however, if it does not POST, examine socket and CPU under strong light and magnification.
