There was a power failure and a computer got damaged. It is a Windows XP. When the computer tries to boot it goes to the Blue Screen of Death with the details "STOP: c0000218{Registery file failure}
The registry cannot load the hive (file):
\SystemRoot\System32\Config\SOFTWARE"

The computer does not respond to keybaord input, I've tried all ports.

Sounds like you will need to do a system restore.

Before doing so, you may want to try to back-up all of your data files.
The utility by the maker of your hard-disk may have a "clone" option, which would be an easy way.
If that utility does not have options for data-retrieval/recovery, then I would suggest the Apricorn Drivewire device.

After saving your data to an external drive, then use your xp disk or Recovery disks to do a system restore.

You said there was a power "failure". (not a surge and then black out?)
Was any hardware damaged (PSU, mb, etc)?
If you have hardware failure, your recovery will be more complicated.
But from your short description (Getting to a bsod - pointing to registry failure), I think the above should do it.
