Inactive Task manager msconfig regedit cannot be opened

I cannot open task manager or regedit or msconfig.
when I try ctrl -alt-del i get the message "Task Manager has been disabled by administrator"
I have logged in as administrator and this problem has started very recently
Pl help, to attach hijackthis log for removal of problem,

Can anyone help me fix this

Make sure, you PASTE all logs. If some log exceeds 50,000 characters post limit, split it between couple of replies.
Attached logs won't be reviewed.

As advised I approached my Hardwarew vendor and have installed NET protector NPAV..
Problem immediately solved in a zippy..
I strongly reccomend NPAV 2012 it is really cheap and worth buying.. U will never regret it
