Inactive Task manager, regedit and command prompt close themselves instantly

I've ran Malwarebytes a few times, but it's unsuccessful. The problem also exists in safe mode. Renaming taskmgr and regedit allows them both to be opened. So far I've had no luck, and despite lots research on similar problems, I've had no luck. Any help?
