The cost of staying remote at Dell: No promotions or job changes

Looked this up. Where I live, Dell's policy would be a form of workplace discrimination and grounds for corrective action, expensive in nature.

Certainly you live nowhere in the US then. And -- since the vast majority of Dell's employees are US-based -- that makes the point rather moot.
