The Witcher EE poor peformance

I recently started playing the witcher series in preperation for the release of the witcher 3 early next year. Im currently at the third chapter in the trade quarter, and my performance is awful for the pc that im running the game on.

My specs:
x6 1055t @3.3ghz
r9 290
8gb ddr3

Im using the steam version of the game, fully updated, and with the latest graphics drivers, with all settings maxed out and getting 30-40 fps in the trade quarter, worse if its raining. I would expect my pc to be running this game at far higher fps than this.

I don't have this game but try changing the compatibility mode to Windows XP or Vista.

Already tried that mailpup, have it running in compatibility mode for XP service pack 3, no real change in performance.
