Inactive Undetectable possible virus that cannot be deleted

Hello can some one please help me, I have a possible virus

vbe file that cannot be deteced by antiviruses, it goes by the name 00Peuple_congolais,Ceci_nous_concerne_tous-By_IntelLiMaX.Spdf not even rootkit scanners, only usb disk security detects it as suspicious , I use windows 7 starter but I got it from windows 7 ultimate computer, when deleted it just keeps reappearing, when deleted by secure delete programs it still reappears, when deleted in safe mode, it come back when I start the normal bootup, it seems harmless but its annoying me, every usb that I place in my system automatically gets the vbe script file, the only suspicious process running is crss.exe, please tell me what it is or how to remove it
