Tha General: Be sure to see the MS KB i provide at the end of this post

Hmm.. maybe my question wasn't clear... (as i don't think i asked anything about legacy USB. And my legacy "BEWARE notice" was addressed to Tha General's situation and to the general reader. Good to know that your newer boards no longer have this problem. But this thread isn't about you and your boards so the "heads-up" is for all those people to be aware who don't have the "new" boards)
As to my question
1. Tha General's problem was occuring while Windows was already started and running (not bootup or shutdown when Legacy issues occur)
2. Tha General's WD external has its own AC power adapter (i.e. MUCH less reliant on USB power current then if we had a device with no AC adapter)
3. Tha General's problem cause and solution were somehow addressed by uninstalling - reinstalling SP2
4. Tha General never disabled Legacy USB to fix the problem
All of which sounded to me like a high likelihood SP2 uninstall/reinstall fixed a software related problem (e.g. resetting the USB stack or resetting the IRQs, or bugs that could occur in SP2's USB Enhanced Host Controller Interface (see MS KB below!). So i'm honestly just trying to understand your comment in the context of the evidence of what has occurred
And for Tha General, I also remembered this USB bug in SP2 last night
A USB device that is connected to a USB 2.0 hub is not detected in Windows XP Service Pack 2, Windows Server 2003 Service Pack 1, or Windows Server 2003 x64 versions
/* EDIT */
And, btw, you wouldve gotten this automatically had you installed SP3 Why the aversion to sp3??

Tha General's problem is most likely a USB current/signal sensitivity particular to WD products
