What are these hidden .ini files found in Desktop? (Vista Home Premium)

I have two hidden/unappealing files and 1 hidden/mysterious folder found in the desktop.
These are protected operating systems files.
What are these files?

1) The first file is titled desktop.ini.
The text reads:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21799

2) The next file is also titled desktop.ini
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21769
IconResource=%SystemRoot%\system32\imageres.dll,-183
[LocalizedFileNames]
Windows Media Player.lnk=@%SystemRoot%\system32\unregmp2.exe,-4
Sidebar.lnk=@%ProgramFiles%\Windows Sidebar\sidebar.exe,-1005

3) The protected systems folder is:
C:\Users\PeterNguyen\Desktop\%USERPROFILE%
The folder also has more desktop.ini files.

What are these?
 
You already answered your own question
These are protected operating systems files.
But if you must know, these ini files (well any ini file) are commands to tell what the desktop should do. (ie what icon, txt and what to run)

Actually yours has this:
Sidebar.lnk=@%ProgramFiles%\Windows Sidebar\sidebar.exe,-1005
Which is not standard. You are running a sidebar

one is the sidebar for aero
Oh!
 
You shouldn't be seeing those but one is your background for aero, one is the sidebar for aero. Aero is the theme that you are using. Not sure why you are seeing the folder though
