Windows 7 -- flashing windows, closing menus

Hi, first thank you all for posting your views about this issue.
I have this issue too. Windows flashing, flickering, cannot hold clic& drag, it releases by itself etc...
After virus scan, after few other attempts I have try to go to another user account of winows (7x64); and
like some of you said, this account is clear and works nicely. This is just amazing.
Anyway, I think maybe a repair windows at least, or just to reinstall a new windows will do the trick for me (I hope, I am optimist)
ps: but I cannot determine what is the exact source of this weird major issue.(if you draw or sculpt it is a big issue)
 
The problem happened to me on windows 10. I managed to solve it, but a clean install DOESN´T WORK. I did it just to get pissed the first time I right clicked an icon :D. I formatted and everything. As our previous friends pointed out, it is USB related, 90% of the time, and will probably remain after a fresh install. In my case, when I unppluged the keyboard, the problem disappeared (both my mouse and keyboard are usb). It seemed like some kind of conflict between mouse and keyboard, or some USB controller issue. What is interesting is that I´ve been using the same keyboard and mouse for 3 years. Also, the problem appeared when I right-clicked with the mouse, not when I used the keyboard.

I changed the keyboard and the problem is fixed.

I am not sure if this will help...however I have been having this problem for two years.

I have reloaded the drivers which worked for a short time...system restored back to the last working solution...worked for short time and the problem resurfaced.

uninstalled graphics software and same thing works for a while...and same result at before.

changed screen resolutions and also refresh rates...and you guessed it it work for some time and the problem resurfaced ...:'(

installed different windows updates which also changed some dll fils which brought up more windows problems which I has to fix and restore... :'(:'(
replaced screen cabling updating graphis hardware...over clocked some graphics settings...fewww result resurfaced...

then finally I thought let me clean my internal hardware system by blowing the entire Desktop clean....same problem:eek:

but then I decided to try a simple test...removing and replacing the graphics card provided better results but the same after 9 months.

:cool:today I decided to check my CPU and noticed that my fan is not spinning as it should*nerd*, removed it and saw it had some dust in it...plugged it and it had improve ment but then it had a long flicker.

Decided to replace the system fan as I noticed that my system was not providing the proper cooling for the cpu-Chip....Replaced it and viola the PC has not flicked for the past 23 hours which is promising as when the replacement was done I also noticed a major improvemement with my PC performance speed and responsiveness.

I am trying to say...replace your CPU cooling system with a new one and use better cooling paste for the CPU...The problem is not as much just software but heat on the CPU. if not properly cooled down the PC performance decreases and the electrical glitches in the fan also sends a electrical shock or pluse which your windows does not detect.
