I have a D610 with a 1.73 ghz processor. However, the processor runs at 798 mhz max. Any ideas why?

I have been using a non Dell Power supply. My deel power supply died. The power supply I am using will allow me to use the D610 but will not charge the battery and is not recognized by the Bios. I have purchased a power supply for my D610 and it should arrive on Wednesday. I hope this will fix the issue. What do you guys think?
