cant update dx9.0b to dx9.0c

cant update dx9.0b to dx9.0c

HI guys,
i am a new member to this forum and i hav a problem related to directx.
my configuration is as follows :
Processor Intel(R) Pentium(R) 4 Processor 2.80 GHz
800 MHz. Socket 478
80 GB samsung HDD @7200 rpm
Intel(R) Desktop Board D865GBF based system
OS version Windows XP
Physical memory 768,744 KB RAM
Memory speed DDR400
Memory type DDR, Synchronous
Form factor DIMM
BIOS version P13 (BF86510A.86A.0053.P13.0401220953)

i hav SP2 installed on my comp. and DX9.0b came with it. Now i wanted to update it to DX9.0c
I hav tried it many times but it has still not upgraded to dx9.0c ( i did it with the dx that comes bundled with latest games)
the version no is still same. I cant play any of the new games like sims2, nfsmw, etc..
then i downloaded the redist. version & installed it , unfortunately nothing happened.
Also when i click on install, "installation complete " screen flashes instantly.
what should i do???

My DXDIAG flashes " ! " mark infront of qsal.dll file
the note is :
The file qasf.dll is an old version, which could cause problems.
You should reinstall DirectX to get the latest version.

I have updated all my drivers & they r even WHQL certified (Microsoft's Windows Hardware Quality Labs )
