add or remove programs :(

the problem is...i'm logged in as administrator..
when i try to add or remove programs...i get..
"add or remove has been restricted please ck with your admin"
i am the admin!!!!!
winXP home version...
any help?

For a temporary solution, type in "appwiz.cpl" in the Run box
