Admin Errors

Hey

Ive recently encountered an error with admin on my PC. Its just a single user Dell Inspiron sharing a wireless internet connection but as of late i dont seem to be able to download and open files from the net straight out i can only save them and if i try and open them it says i dont have permission except i use the admin account it just has a different name. Do you know how to give this account all the permissions so i can download the files and open them without having to save them?

Finally got a screen shot of the admin page in computer admin tools. Hope this maybe helps you well help me because its really bugging me

PS the message that comes up says

Windows cannot acces the specified device path or file. You may not have the appropriate permissions to access the item
