Can HackTool.Rootkit render Windows unbootable?

Hi,

I have a friend of mine who contracted the HackTool.Rootkit virus which was detected by Symantec. But now, my friend can't even reboot into Windows XP Professional and the machine doesn't even get into the Windows loading progress bar screen. Just curious to know if HackTool.Rootkit can cause that to happen.
