can not access my user accounts

can not access my user ccounts

I can not access my user accounts, I click the icon in my control panel but nothing at all happens. I let someone use my computer and they did something to it and now I can not access my user accounts.

log in as administrator
right click my computer, and go to manage, user accounts

boot to SafeMode and run UserAccnts from there
