Counter Strike Source FPS HELP

Hey guys i do not want to waste your time or sound like a big noob but i just bought a new laptop and hl2 counter strike source to go with it. The guy that sold me the laptop said it would be able to run the game but when i play the game my system lags and on the stress test my laptop scored a whopping 23 frames per second. The laptop i got was a HP pavilion with the new AMD 64 Athlon processor and an ATI radeon xpress 200M graphics card. Supposedly the latop can handle the game but right now i can not get it to work well at all. Is that card and processor not good enough or do i need to change some of the settings. I have not touched the settings at all and do not know anything about them so any help or suggestions would be very much appreciated.
