DirectX 9 graphic adapter problem

Like many others I too am having issues with Sims 2 Apartment Life and the DirectX 9 Graphics Adapter. Please, please, please help me.
I do have the latest version of DirectX because when I tried to download it from the website it said I was up to date or equivalent or whatever. I"m usually pretty good with figuring out things on the computer and I hate asking for help. So I really need it when I do. I'm not sure what to do here. I read that I need DirectX 9c so I went on the hunt to get the download and the same message of "up to date.. equivalent..blah blah blah" messgae came up. Does anyone have a solution for me?

Do you know which graphics card you are using? The card must be physically capable of DX9 so if it's older you may be out of luck. Most cards from ~2003 onward do support it but there is a chance that you're running something older that's incompatible with the software and then game. However, you may be able to force the game to run in DX8 or DX7 with a little tweaking, but no promises.

I've checked the system requirements and my video card is listed. Is this different than the graphics card?
