Download Speed Help

OK so.. I have cox cable and was supposed to be getting 100mps down and 10mps up speeds with the plan I subscribed to but was only getting 21mps down. I'm using a Gateway all-in-one running windows 10 wireless and I understand the down mps should be diminished but not by that much.

Cox suggested my DPC3010 modem was old and that it may be the issue. I upgraded my service with cox to the "Ultimate" package and was told I should get 150-188mps down and 2025mps up. They sent a tech guy out and he changed my phone modem (not the computer modem). I ran a speed test and it was worse After the upgrade.

Next I bought a new 32 channel Arris SB6190 Modem. Not much difference I'm still getting only 40mps down and 20mps up. I have noticed my laptop runs about 10mps faster. If I plug into the modem directly the performance is great but not to its full potential.

Could it be the NIC? Could it be the router? My wireless router is a Netgear R7000 Nighthawk.

I'm really frustrated. Help please?
 
I've found Homeplugs to work well. I use them with a desktop in a room where the wireless connection is not very good.
 
I have Cox Internet and TV but no phone from them, and I had terrible speeds from Wireless N450 Cox modem. So I hooked my computer to a wired connection and the speeds are very fast now. The wireless runs my smart TV's just fine
