This is a game is called Duke Nukem Manhattan Project. It's a platformer with 3d graphics, you jump, shoot with the one liners that make Duke Nukem cool.
It's also available for the PC from 3D Realms downloadable. It's a great game if you liked Duke Nukem 3D.
