May 22, 1990 saw the release of Microsoft Windows 3.0. In many ways it was the turning point for Windows, the version at which you could see Windows being generally useful.
Personally I became regular windows user when Win 3.1/NT 3.x hit the market; I did have a go at the earlier versions, despite the fact that sometimes it was devil to install or configure hardware in it.
