Inactive Internet only connects in safe mode, cannot use any browser in normal mode

Hey guys, I'm hoping you can help me out, I feel like I've tried everything out there, so that's why I'm posting this.

My computer is not able to connect to any websites or services outside of safe mode. My connection status says I am connected with flying colors, yet all of my browsers tell me the server cannot be reached, yet in safe mode-- it works perfectly fine.

I am using windows vista sp2, any help would be greatly appreciated.
