Internet options wont open

i try and open internet options in ie7 (tools-internet options) but nothing.
clicking on internet options in the control panel displays the following message:

'There is not enough memory to continue.Quit one or more programs to continue'

i've closed all the processes i could possibly close but still the same message.

vista ultimate 32 bit 4gb ram

most grateful if anybody could point me in the right direction

No mater how much RAM you have, if the chips have gone bad, it's not going to work. Best to put it through the memtest and check status:
