1.Is this still good to use?
2.Is there any program which can export all contacts so that the contacts afterwards could be stored on an external harddrive and, if needed, could be moved to another phone?

The Galaxy A21s is still a decent phone for basic tasks, but it might struggle with more demanding apps. For exporting contacts, you can use Google Contacts. Just sync your contacts with your Google account, and then you can export them as a CSV file. This file can be saved on your external hard drive and transferred to another phone easily.
