I heard there was someone looking to build processors to compete with AMD and Intel, is this true?

Not in the desktop market, that’s for sure. Servers, though, are a different bag of frogs and AMD/Intel face stiff competition from the likes of Ampere and IBM. Their CPUs are already in use and new ones are in constant development.
