No Keyboard or Mouse

On board usb bus or ports are bad no mouse or keyboard no access to computer how to fix computer is waiting for commands, and I cannot tell it anything. even after I rebooted it said Keyboard Failure before it made it through the boot sequence so once windows appeared I could not enter my password or move my mouse. Is it possible to plug in a circuit card to replace the on board USB ports?
