just bought a dell latitude x200 laptop on ebay that the seller said needed the hd wiped. i have a dell inspiron 1520 and all the recovery disks/operating system disks for it, can i use these on the latitude?

Usually the answer is no. The discs are packaged to run on the machine they were designed for and that's it. You could always try it and see though.

From dell, but I doubt you'd get them without having to pay for them.
