Inactive Runouce Virus Attack

Hello Guys,
I am newbie here, before I wrote here something I gona tell you my english is not good, I'll try to explain best as possible.
So, acctually I was searching about Runouce, because I thought this is just a system file who automatically add in Start Up as you can see in Shoot:

I have Windows 8, reinstall many times but some apps still like keylogger need to firewall access.
Then I End there task from task manager, I know some of soft carcks may be have this type of rip virus or keylogger. I tried many times to remove this virus from taskmanager, this virus attack many times facebook account, someone took away my great pages, some of goddady's domains hostings..
Inshort this is totally shitttt.
2 files always hiddenly tasking in background of my pc,
this is one of them.

I tried many times remove them but I can't remove them permanently because these files located in temp folder, I delete them but after few minutes again firewall security check box appear to need access.
Now I am worry about his shitt how to remove this from my pc permanently???
