I need a program which allows me to control internet for other users such as a system in which everytime internet access is needed that it asks you for a password b4 entry

The proxy server would seem applicable but this paper suggests user/password
login protocol does not exist.

Have you looked into the Content Advisor in your browser? If you use Internet Explorer:

Control Panel> Internet Option> Content tab> Enable> Settings>> see if you can make the adjustments for your password-permit here.
