Server problems

I'm trying to connect to a Socks Proxy Server called "Socks Puppet" using "SocksCap" as the client. I get a channel established, but I get a WSAECONNRESET, followed by a WSAECONNREFUSED according to the Sockscap log. My connection is being refused by the remote network, but I can't figure out what's doing it. Both XP, and the client is on a laptop. I can ping the server fine, and the computer that the server is on was recently reformated, so it hardly has anything on it. Only thing I can think of is the router, and the firewall which I should have foward port 21 on both of them. It has to be either port 21, 22, or 23 that can be used.
Any ideas?
