startup

i am using windows xp ,with amd athlon, it shut down today, on restarting the fan kicked in but no bleep,no power to the key board or the monitor so unable to do safe mode or anything else.i have very little tech knowledge.
i am at a loss...........

Sounds like a hardware failure. You'll best to take it to the local comp store.
