ATI Radeon has stopped my pc from starting

Hi
I have just got a new computer built for me. I installed windows vista business 64 bit
and installed the drivers. When I installed ATI Radeon software it didnt have any menus at the start screen so I had to explore the disc and find the right setup for vista. This seemed to install correctly and asked me to restart my computer. I did this and now I cant get a pc signal and Ive tried to get it working on three different monitors.

Can you start it in safe mode? If so, uninstall the driver, restart and install the latest driver from the ATI/AMD website. Click here.

there is no pc signal, i cant see anything
dont worry I think I'm gonna send it back because I've tried everything I can with the hardware and it still doesnt work
