What is your budget? What games/tasks does your friend play/do? What resolution will he play at?
 
Standard 1080p. budget is like 1600. he might play league and some casual fps. he does homework...
edit : he is only buying 1 caviar black 1tb lol!
 
This is what I would recommend:
CPU: Intel Core i5 4670K - This is a unlocked CPU that will get your better performance than the 4570 you chose, and it can be overclocked.
Motherboard: Gigabyte GA-Z87-UD3H - I would recommend ASUS and Gigabyte over MSI. I have not had good experiences with MSI boards in the past.
CPU Cooler: Hyper 212 Evo
RAM: 2x4GB Corsair Vengeance
GPU: GTX 660Ti or AMD 7950 - The 660Ti is the best for gaming at 1080P but if you play LoL, which is not demanding, you can even jump down to a 650Ti Boost. If he plays games like BF, then stay at a 660Ti or 7950.
SSD: Samsung 840 Pro 128GB or OCZ Vector 120GB or OCZ Vertex 450
HDD: WD Black 1TB
PSU: Corsair HX650
Case: Your choice, keep in mind though, full tower cases are huge.
 
Shoot, with that budget, he can make a pretty bad *** rig. Why not swap the GTX 660ti for the GTX 770, that card would keep him occupied for a very long time and I think that budget can take that in to play. I could put my own parts list, but JC713 is good at this and that's a good part list. My only opinion is that he should probably grab a 770 since he has the budget and that the Samsung drives are in my opinion the best.

I was gonna recommend a 770, but his $1600 budget is in Canadian dollars. It is about the same in USD conversions, but a lot of stuff is higher in price since it is imported/taxed higher than in the US. Plus, he is mainly playing LoL, which can run on Intel HD 4000 graphics at high settings lol.
 
Oh right Canada, I noticed that part but I did not think about that. Well if that's the case, yea he may want to go for a 660ti as that's a good performing card and can be Sli'd later if needed. I was just trying for near the max on the budget so he could not have to worry for along time. But Yea I can play league on my Microsoft Surface Pro Tablet which has an I5 with HD 4000 on low settings, so I know that's possible lol.
 
It can be played at higher settings if the Pro had a higher clocked CPU probably. If he wants to SLI, he should get the Corsair HX 750.
 
Yeah, it's clocked at 2.0ghz lol, yea an upper psu woul definitely be needed for sli except at the lower end cards. (Like the 7790)

I think he should jut stick with a a single card with enough punch to last awhile so he does not need to deal with sli or cfx profiles. 660 to is a good choice in that sense or a 7950, but if he can afford it, get the 770.
 
Yeah. I think erfan jon should wait a few weeks (1-3) since the 760 is said to be released soon, which will be considerably faster than the 660Ti. If the 760 is disappointing, you can get a 660Ti for cheap.
